REGULATION OF SPORT IN ISRAEL

In Israel, sport is regulated by government bodies and sports federations.

The focus is on promoting participation in sport; ensuring fair play; and addressing issues such as violence, discrimination and inclusion.

The Ministry of Culture and Sport plays a key role in developing national sports policy, including promoting women and girls’ participation in sport, and also providing funding, whilst sports federations govern specific sports.

Each of the sports federations sets their own rules, organises competitions and oversees player registrations.

The Israel National Olympic Committee (INOC) is responsible for implementing child safeguarding measures in Olympic sports, including workshops and seminars on safe environments and sexual harassment prevention.

There are Regulations on safety at sporting events; gambling; and the integration of women and girls in sport.

In recent years, there have also been initial steps to address LGBTQ+ inclusion and verbal abuse based on sexual orientation in sports contexts.

The Prohibition of Violence in Sports Law regulates violence and racism in sport, with penalties for violations, which include imprisonment for racist expressions. This Law also regulates the conditions for holding sports events, based on spectator numbers, and requires security measures.

The Israel Sports Betting Board (ISBB) offers sports betting services, whilst the National Lottery (Mifal HaPais) is the only authorised gambling provider in Israel.
