Racism in football continues to be a blemish on the beautiful game.<\/p>\n

Lawmakers from around the world and football stakeholders recently met at the Home of FIFA in Z\u00fcrich, Switzerland, for a two-day expert-group meeting, with the aim of strengthening criminal justice responses to racism in football.<\/p>\n

The meeting, which was hosted by FIFA and the United Nations Office on Drugs and Crime (UNODC), marked the latest action in a collaboration formalised through a memorandum of understanding (MoU), which was signed in\u00a02023.<\/p>\n

Under the terms of the MoU, both organisations are seeking to enhance international cooperation; develop comprehensive policy guidance; and equip governments with the tools for combatting discrimination more effectively.<\/p>\n

The meeting was part of the FIFA Global Stand against Racism in Football<\/a> and coincided with the International Day for the Elimination of Racial Discrimination, which was observed on 21 March 2026, thereby reinforcing the shared commitment of global stakeholders to bring about meaningful, lasting change across the football ecosystem.<\/p>\n

The focus of the discussions was the need for stronger legal and policy frameworks around the world, with particular emphasis on capacity-building in criminal justice systems and improving victim-centred response, as well as addressing the ongoing issue of under-reporting, especially at the grassroots level, where there is a culture of silence which undermines efforts to counter hate speech.<\/p>\n

In fact, Anna Giudice of UNODC remarked that:<\/p>\n

\u201cWhile there is much more attention and people are speaking up, there is still a lot of stigma and fear, and the shame should be on the side of the perpetrators<\/em>.\u201d<\/p>\n

Progress made to date was highlighted at the meeting including the reporting mechanisms implemented at FIFA tournaments and the FIFA Social Media Protection Service<\/a>, as well as the tougher sanctions introduced under Article\u00a015 of the FIFA Disciplinary\u00a0Code \u2013 for example, fines of up to 5 million Sw. Frs. can now be imposed upon offenders.<\/p>\n

Gianni Infantino, the President of FIFA, participated in the meeting and reaffirmed the role of football as a vehicle for social change.<\/p>\n
